Legs, and it is not close. A good head on bad legs still shakes; decent legs will hold a mediocre head steady enough for 4-6s. If the budget only stretches to one thing, buy legs without a centre column at all. It removes the temptation.

Third time I have had a frame ruined up there by wind. Currently on a cheap aluminium travel tripod with a centre column and I know that is the problem. Not asking which brand is best, asking specifically: for a rooftop that windy, is it the legs, the head, or the centre column that matters most? Budget is real, I would rather fix the one thing that counts.

Is there a way to test the locks in a shop before buying?
@mich.tan Extend one leg fully, lock it, then press down on the head with your palm. If it creeps even a little under body weight, walk away.
Agree on legs but I would add: check the leg locks, not the material. My carbon set was worse than my old aluminium one until I realised two of the twist locks were not actually gripping.
Both fair. Went and checked mine and one lock was slipping under load, which is probably half my problem. Replacing the legs anyway.
