Do I actually need an ND here, or is that a temperate-country thing?

Every tutorial I watch is someone in Iceland with a 10-stop. Singapore is two degrees off the equator, the sun goes down fast and hard, and I am not sure the same advice applies. Before I spend money — what do people here actually use an ND for?

Water, mostly. Bedok Jetty and Lorong Halus are the two where it changes the photo rather than just slowing the shutter. Six stops is the useful one here. Ten is overkill for our light unless you are shooting midday, and you should not be shooting midday.

Disagree slightly. The other real use is people. Six stops at a busy spot turns a crowd into a blur and gives you the building back. That is the only way to shoot Merlion Park at a reasonable hour.

Both true. I would say buy the 6-stop, skip the variable ones. Variable NDs cross-polarise and put an X across your sky at the wide end, which at 16mm you will hit constantly.
